Fire safety is not optional in coliving, it is a legal requirement, a moral imperative, and an operational necessity. Coliving properties typically house more residents per building than standard residential properties, often with shared cooking facilities and communal areas that create additional fire risks. Failure to comply with fire safety regulations can result in criminal prosecution, property closure, massive fines, and worst of all, loss of life.

Fire Safety Regulations by Country

United Kingdom: HMO Fire Safety

In the UK, most coliving properties are classified as Houses in Multiple Occupation (HMOs), which are subject to the most stringent residential fire safety requirements. The key legislation includes:

  • Regulatory Reform (Fire Safety) Order 2005: Requires a fire risk assessment for all non-domestic premises and the common parts of HMOs.
  • Housing Act 2004: Sets out the HMO licensing requirements, including fire safety standards.
  • LACORS Fire Safety Guide: The practical guidance document used by local authorities when assessing fire safety in HMOs. This is your bible.

Key UK Requirements

  • Fire risk assessment: Must be conducted before occupation and reviewed annually (or after any significant changes).
  • Fire alarm system: Grade A LD2 (interlinked, mains-powered smoke and heat detectors) for most HMOs with 5+ residents. Smaller properties may use Grade D LD3.
  • Emergency lighting: Required in escape routes, stairways, and common areas.
  • Fire doors: FD30 fire doors on all bedrooms, kitchens, and rooms opening onto escape routes. Must be self-closing.
  • Fire extinguishers: Minimum one per floor, appropriate to the risk (multi-purpose ABC for most areas, CO2 for electrical risks, fire blanket in kitchens).
  • Escape routes: Clear, unobstructed, and signed. Maximum travel distance to a fire exit varies by property layout.
  • Fire blankets: Required in every kitchen.

United States: International Building Code (IBC)

In the US, fire safety requirements vary by state and municipality but are generally based on the International Building Code (IBC) and the National Fire Protection Association (NFPA) codes. Coliving properties are typically classified as R-2 occupancy (residential, multiple units).

  • Sprinkler systems: Required in most jurisdictions for R-2 buildings with 3+ stories or 16+ units. Increasingly required in all new multi-unit residential. NFPA 13 or 13R standards.
  • Smoke detectors: Hard-wired, interconnected smoke alarms in every sleeping room, outside each sleeping area, and on every level. Per NFPA 72.
  • Carbon monoxide detectors: Required in buildings with fuel-burning appliances or attached garages.
  • Fire alarm systems: Manual pull stations, notification appliances, and monitoring. Required in most R-2 buildings above certain thresholds.
  • Egress requirements: Two means of egress from each floor, minimum corridor widths, illuminated exit signs, emergency lighting.

European Union

EU member states set their own fire safety regulations, but some common requirements exist:

  • Germany (DIN standards): Fire alarm systems per DIN 14675, fire doors per DIN 4102, escape route lighting per DIN EN 1838. Coliving properties may need to comply with both residential and hospitality standards depending on classification.
  • Spain: Codigo Tecnico de Edificacion (CTE) DB-SI governs fire safety. Requirements depend on building use classification and height.
  • France: Stringent ERP (Etablissement Recevant du Public) regulations may apply to larger coliving properties. Fire risk assessment (DUERP) required.
  • Portugal: Regime Juridico de Seguranca contra Incendio em Edificios (RJSCIE) sets out fire safety categories based on building use and height.

Fire Risk Assessment

What Is a Fire Risk Assessment?

A fire risk assessment is a systematic evaluation of fire hazards in your property, the people at risk, and the measures in place to prevent and mitigate fire. In the UK, it is a legal requirement for HMOs; in most other jurisdictions, it is a best practice that may be required by your insurer.

The Five Steps

  • Step 1, Identify fire hazards: Sources of ignition (cooking equipment, electrical appliances, smoking), sources of fuel (furniture, curtains, stored materials), sources of oxygen (open windows, HVAC systems).
  • Step 2, Identify people at risk: All residents, staff, visitors. Consider vulnerable individuals (mobility impaired, hearing impaired, very young, elderly).
  • Step 3, Evaluate and act: Assess whether existing fire safety measures are adequate. If not, determine what additional measures are needed.
  • Step 4, Record and plan: Document findings, create an action plan with deadlines, and develop an emergency evacuation plan.
  • Step 5, Review and update: Review annually, after any fire incident, after significant building changes, or after changes in the number or type of residents.

Who Should Conduct It?

For small coliving properties (under 10 rooms), a competent operator can conduct the assessment using government templates. For larger properties or those with complex layouts, hire a qualified fire risk assessor. In the UK, look for assessors registered with the Institute of Fire Engineers (IFE) or the Fire Protection Association (FPA).

Required Equipment Checklist

This checklist applies to a typical coliving property. Your specific requirements may vary based on local regulations, property size, and layout.

Detection and Alarm

  • Interlinked smoke detectors in every bedroom, hallway, and common area
  • Heat detectors in kitchens (smoke detectors cause false alarms in kitchens)
  • Carbon monoxide detectors near any fuel-burning appliances
  • Fire alarm control panel (for larger properties with addressable systems)
  • Manual call points at exits (for larger properties)

Suppression and Extinction

  • Multi-purpose fire extinguishers (ABC powder or foam), one per floor minimum
  • CO2 extinguisher near electrical equipment (server room, laundry, kitchen)
  • Fire blankets in every kitchen
  • Sprinkler system (where required by code or building size)

Passive Fire Protection

  • FD30 fire doors on all bedrooms and kitchens (30-minute fire resistance)
  • Self-closing mechanisms on all fire doors
  • Fire-resistant walls and ceilings in escape routes
  • Cavity barriers and firestopping where required

Means of Escape

  • Emergency lighting in corridors, stairways, and exits
  • Illuminated fire exit signs
  • Unobstructed escape routes at all times
  • Assembly point signage outside the building

Emergency Procedures

Evacuation Plan

Every coliving property needs a clear, practiced evacuation plan:

  • Fire action notices: Posted in every room and at key locations in common areas. Must include: what to do if you discover a fire, what to do if you hear the alarm, the location of the nearest exit, and the assembly point.
  • Evacuation routes: Clearly marked with illuminated signs. Residents should know at least two routes out of the building.
  • Assembly point: A safe location outside the building where all residents gather. Must be far enough from the building to be safe but close enough to be practical.
  • Roll call procedure: A system for confirming all residents have evacuated. This is where a digital resident register is invaluable.

Fire Drills

Conduct fire drills at least twice per year (quarterly is better). In coliving, the high turnover of residents means new people regularly need to learn the procedures. Tips:

  • Vary the time of drill (daytime and evening) to test different scenarios.
  • Debrief after each drill, what worked, what did not, and how to improve.
  • Record drill dates, times, and outcomes in your fire safety log.

Common Fire Safety Violations

These are the most frequent violations found during fire safety inspections of shared housing properties:

  • Fire doors propped open: This is the number one violation. Self-closing fire doors only work if they are closed. Install magnetic door holders linked to the fire alarm if residents complain about doors being inconvenient.
  • Obstructed escape routes: Bicycles in hallways, storage in stairwells, furniture blocking exits.
  • Missing or expired fire extinguishers: Extinguishers must be serviced annually by a certified engineer.
  • Non-functional smoke alarms: Regular testing (weekly is recommended) catches failures before an inspection does.
  • Inadequate fire doors: Standard internal doors are not fire doors. FD30 doors are significantly heavier, have intumescent strips, and must have self-closing mechanisms.
  • No fire risk assessment: Operating without a documented, up-to-date fire risk assessment is a criminal offense in the UK.

Maintaining Compliance

Regular Checks

  • Weekly: Test fire alarm, check emergency lighting, visual check of escape routes.
  • Monthly: Check fire extinguishers (visual inspection), test self-closing mechanisms on fire doors.
  • Annually: Professional fire alarm service, fire extinguisher service, emergency lighting test (3-hour duration), fire risk assessment review.

Documentation

Maintain a fire safety log that records:

  • All inspections and tests (dates, findings, actions taken)
  • Fire drills (dates, times, results, attendees)
  • Any fire incidents or false alarms
  • Maintenance and repairs to fire safety equipment
  • Training provided to staff and residents
